"Royal" billions in Dubai Bank unraveled

Local
Sandasen MARASINGHE

Appropriate legal measures will be taken in connection with the massive amounts of US dollars deposited in a Dubai Bank by a member of "royal" family during the previous regime soon after the details of the transactions of those accounts is provided by the Federal Reserves in the United States, said Cabinet Spokesman and Health Minister Dr. Rajitha Senaratne. He said that according to reliable details available so far USD 1.086 billion are lying in one account which is owned by one member of the previous government's VVIP family. He made this observation yesterday at the cabinet briefing held at the Information Department auditorium.
"In the account of another close associate of the same VVIP family, who was also a businessman a sum of USD 500 million has been deposited while a joint account of a Ministry Secretary of the previous regime and another person had USD 1.8 billion", Minister Rajith Senaratne said.
"All these monies are in the accounts of Dubai Banks and the money has been earned by illegal means. However every dollar that is transacted is recorded in the Federal Reserve". He said the government has requested details of these accounts from the Federal Reserve to support the investigations. He added that the Federal Reserve in the US has asked for a considerable time period to find out the details of the US dollars that had been transacted through those accounts as billions of US dollars are being transacted daily.
The Minister made these remarks when a media personnel queried a statement by Chathura Senarate that said he saw the money earned illegally by the VVIPs of the previous government. The Minister said that Chathura said he saw the documents pertaining to those illegal transactions. Mass Media and Parliamentary Affairs Minister Gayantha Karunathilake, Justice and Buddhasasana Minister Wijedasa Rajapaksa. and Army Spokesman Brigadier Jayantha Jayaweera also spoke at the occasion.

1.086 + 0.5 + 1.8  = US$ 3.386 Billion

This is equal to 16 Mattala airports or 10 Magampura Habours !

Stop selling immediately and start buying.
After they bring back this money in near future  CSE will go to sky. ... and at last we can stop crying about Mattala because inflow is 16  times of that cost.

This will be the end talking of 'Loku Gala' in Magampura because the income is 10 Times of the money wasted for the harbour (1st phase).

The Minister said that Chathura Senaratne (his son) said he saw the documents pertaining to those illegal transactions.
FRUS has asked for a considerable time period to find out the details of the US dollars that had been transacted through those accounts as billions of US dollars are being transacted daily.

I think the best thing our politicians can do at the moment is teaching FRUS that they can use computer databases to record bank transactions. Thereafter they can instantly quarry and get the results in future cases.

Dear Yahapalanaya,

Dubai billions are an old story. Now a remake and finally may draw a blank. Let alone the billions of dollars, at least find some rupees and cents.

How about the alleged Peacock mansion hidden treasures in the swimming pool covered with sand. May be competitive tenders are being invited to excavate the sand fill which may take a couple of years and again may draw a blank.

cabinet media briefings have become a verbal diarrhea.

Farting continues without a trace of shit!

The point i am raising is untill the Govt gets closer to a point where these can be clearly established, just releasing statements to the media will only erode public confidence.

B'cos in the public eye these will be viewed as false allegations, if allegations are made without solid proof and establishing them.

In the past Dr. Rajitha has expressed his displeasure over the way in which principles of yahapalanaya is put into practice.

I can remember Ranil saying if mahinda is ousted country will save 200-300mn per day. Stating he was misusing 70Bn per yr. He said with that money and the money they save from corruption, then they will do three tyms what mahinda did from day one in office.

At least he's doing one thing three tyms of what mahinda did is borrowing money.

Personally I am not supporting any politicians as a true citizen of Srilanka. Because most of them are thieves and all the debts are left on innocent citizens of Srilanka. No matter what they have done to the country. Every voters should think that they are responsible to pay the country's debt whether they are like it or not. This corruption must be stopped and people must open their eyes.

Srilanka's current debt problem is not easy to solve like we think. It cannot be done in days but it will take another 10 to 20 years if the country cleans corruption atleast. So it is not worth it talking that another person can manage the country better than now.

Finally we should give up the habit of voting to a particular party whether it is right or not. It has been a tradition in Srilanka since the independence but we should vote for anyone who is doing good for the country and its citizens also not for politicians. Personally I blame the voters who voted wrong person. I can't blame any politicians because they were selected by us.

How many of us in Srilanka know that "BALLOT IS STRONGER THAN BULLET".
Guys if we can change our mind and supporting pure politicians and its government then we can bring the country more better than Singapore. Most of us are diverted into ethnic problems, religious problems....etc....by politicians to cover their corruption. If we all can open our eyes then there will be no problem in Srilanka. The problem is created by politicians for their political profit but we are not understanding. Just think in Srilanka that we have only Sinhalese & Tamil speaking people are living also three major religions. At this point just think if we cannot have peace in Srilanka then how can we expect peace in the world where there are too many languages , religions...etc....

olombo land corrupt deal of Rajapakses depriving State of Rs. 780 million revenue surfaces - New wheeler dealer is Ranil’s younger brother !

(Lanka-e-News -22.March.2016, 10.35PM) A massive fraud involving a State land which deprives the state of a revenue of Rs. 780 million orchestrated by  Mahinda Rajapakse just prior to  the presidential elections is now being propelled and promoted with the full knowledge of the present prime minister (P.M.) Ranil Wickremesinghe ,  according to a most rudely shocking and deplorable report reaching Lanka e news inside information division.
Medamulana Mahinda Rajapakse a byword for worst corruption and crimes   who even treated elephants in the wild forests as his own  during his reign , on the 8th of January 2015  just ahead of   the presidential elections ,by tabling a special cabinet paper , transferred a valuable plot of Colombo  land , 130 perches in extent to a close businessman of his.
The name of that businessman is Deshamanya M.A. Gunatileke , the Kandy Tyre house chief.
The land is situated in a most valuable area , Colombo 2. The 130 perches land that extends from Vauxhall street to Beira Lake belongs to the State. The gross market value of land in that area is about Rs 12 million per perch , whereas Mahinda Rajapakse gave that land to his close pal at a price as low as Rs. 6 million per perch.
Of course the businessmans have been ready to line the pockets of Mahinda Rajapakse with many millions through this type of deals.
On the 8th of January Medamulana Rajapakse was fortunately defeated and Maithripala Sirisena took over the reins. With the overthrow  of corrupt Rajapakse the cabinet paper pertaining to the corrupt deal too went underground.
It is common knowledge now that after the wheeler dealers of the Rajapakse’s ‘nefarious decade’ got displaced with the Rajapakses getting thrown out lock , stock and barrel, a new group of wheeler dealers have emerged of the government of good governance who are taking the place of the previous wheeler dealers. One of these wheeler dealers who stands out and  most notorious is Channa Wickremesinghe who is a brother of Ranil  Wickremesinghe.
This Channa Wickremesinghe has come forward to put through the deal relating to this  Vauxhall street property.
Accordingly ,the same cabinet paper of Mahinda Rajapakse is to be tabled now just like it was previously. That is , all arrangements have been made to transfer the 130 perches  land worth Rs. 12 million per perch at Rs. 6 million per perch to the same Deshamanya , the Kandy tyre house chief.

By   this deal the country stands to lose a whopping Rs. 780 million ! Therefore , what the cabinet of  government of good governance ought to have done is rescind  that corruption ridden  cabinet paper of ex president Mahinda Rajapakse which was not implemented, and re considered it afresh . A most valuable state land as this can  be transferred only after following the tender procedure duly.

May we emphasize at this juncture that Lanka e news first with the news and best with the views , and always espousing the cause of justice and fairplay come what may in the best interests  of the nation , has no grudge or grouse against any businessman. If the project for which the Kandy tyre house chief is trying to get that land is going to be a successful one, well there is no harm done provided the land is given at the present market value , and not at the cheap rate.
Therefore this  deal should not be concluded in a manner that the Lion’s share (illicit gain) creeps into the  pocket   of Channa Wickremesinghe , the brother of Ranil Wickremesinghe to the detriment of the country. These are State lands that   belong to the people. Just because Wickremesinghes are born in Colombo that does not mean those lands belong to them.
If  Ranil Wickremesinghe the P.M.has need to continue to be described as ‘Mr. Clean,’ this deal of his younger brother should be halted forthwith  and this  State transaction should be done  duly again . It is best if every stalwart and every heavyweight of the Government of good governance  bear in mind that the people of Sri Lanka emerged victorious via the Rainbow revolution on the 8th of January 2015 , not to wrest  the opportunities  for illicit deals from one family in order to grant  them  to another family.

Mahinda threatens independent judiciary..! The true aim of Hyde park rally revealed

(Lanka-e-News- 19.March.2016, 7.45PM) It is by now  a well acknowledged and widely  known fact that  Mahinda Rajapakse no doubt was the most brutal murderous ruler ever and a byword for corruption and crimes in Sri Lanka ‘s history .  This murderous ruler was responsible for the abduction and murder of Prageeth Ekneliyagoda because the latter  allegedly drew cartoons about the Rajapakse  family,  as well as for   setting  fire to Lanka e news website Portal because it reported about his taking  treatment for cancer in a hospital in America . In addition , this cruel ruler in order to be in power forever driven by an imaginary  notion tried to rob Sapumal Kumaraya’s sword from the Rajamaha Viharaya, Kotte . During that attempt two monks of that Viharaya were ruthlessly killed . Since it was feared that his  hired assassin who murdered these monks would be exposed when the case is heard sunbsequently , he sent the members of the forces into the prison  and killed the assassin after summoning the criminal by name. These indelible ghastly crimes of this killer ruler are still lingering in the minds of all.
On the 17 th , this same Mahinda Rajapakse who was thrown out lock , stock and barrel democratically by the masses held a rally at Hyde park . After filling the venue with crowds brought in bus loads from remotest corners after spending for them , he tried desperately to  show that there are still supporters for him despite the fact that he is presently discarded and despised by one and all. However according to reports reaching Lanka e news inside information division , this whole drama was enacted on the advice proffered to the embattled erstwhile  ruler to frighten the judges and police officers -the only option left under the circumstances.  He was also advised to  get down his henchmen and stooges to the rally and pose threats to those of the police and judiciary who are taking action duly and legally against Mahinda and his family. Incidentally , already an own  brother of his and his own  son were in remand custody following arrests on charges of monumental corruption and frauds including a most heinous crime – money laundering .
Having no escape route for the crimes committed  , and with jail sentences staring in the faces of his crimninal brothers , sons and even his wife , this killer ruler has sought the only option in his utter desperation – that is make an effort (though vain and futile) via   gathering  crowds by hook or by crook  in order to offer veiled as well as direct threats with a view to frighten   the judges and police officers . It is at the residence of lawyer Romesh Fernando  , this counselling has been proferred to him.
The secret discussions in this regard have been held during two nights recently , and the discussions have gone late into the night until about 2.00 , according to reports reaching Lanka e news inside information division. Mahinda Rajapakse , G.L. Peiris , Dallas Alahaperuma and Wimal Weerawansa have participated in these secret  discussions.
In pursuance of this advice , Mahinda at the rally threatened the courts in a loud voice, ‘I am telling the leaders not to jail people and inflict sorrow on  their families . I am also telling this to the courts in most clear terms.’ It is to be noted that Mahinda is making these threats to the independent judiciary, mind you  even when he is out of power.
‘If you are thinking of chasing me out of politics , it is only a mirage’ , Mahinda went on to say. It is a pity that Mahinda had forgotten so soon that he was chased out not once but twice by the people . Perhaps , senile decay has taken toll of him so much so that his memory too is affected.  He must understand neither hanging himself by the tes…..cles under the pretext of performing Yoga nor dabbing the face with powder and covering with cosmetic creams to  rid wrinkles are  going to make him live forever . Shakespeare said ‘ all golden lads and gals like chimney sweepers must come to dust’ . In Mahinda’s case , it will be a justifiable modification , if it is said ‘all old shrunken ‘lads’ must also come to dust sooner than later ’
May we recall ,Mahinda who was chased out from the post of president on 8 th January 2015 , most shamelessly tried to become the prime minister despite the fact it was a disgraceful comedown for him . On 17 th August 2015 , he was once again chased away which even destroyed  his dream to become the prime minister .
When Mahinda said without an iota of shame , ‘if I am given the reins I shall show how it should be done,’ didn’t  he know what he did during his 9 years  reign ? Doesn’t he know it is because of what he did (or rather undid) that the people delighted in chasing him out lock ,stock and barrel twice  in quick succession.
Mahinda who could not succeed when the whole SLFP was intact  with him , today trying to win with one quarter of the SLFP is based on a  deception .His  whole and sole aim is not to defeat the government which he knows is indefeasible, but to instil a  psychological fear among the judges and the police , and thereby prevent and preclude his kith and kin , and his crooks and cronies from being jailed, which he knows is now imminent and almost inevitable,  political experts opine.

@yahapalanaya dont post stupid articles.

when market up mahinda is to blame and when market is up is yahaplanaya good work, confidence is back.

People should look at these following factors for the market decline before blaming mahinda,

Overnight rates skyrocketing, when fixed income rates goes up usually equity market goes down. Fixed income is less riskier instrument.
http://www.economynext.com/Sri_Lanka_12_month_Treasuries_yield_soar_90bp_to_9.90_pct-3-4540-3.html

Govt heavy borrowing to serve the heavy debt burden. Current govt blamed previous govt for borrowing at "Gini Poli" but they seem to borrow at same rate and higher rate than previous regime. Funny part is that this govt is going to exercise china currency swap option that previous govt took with china. Specially Harsha and Ravi criticized this move 2yrs back saying this is very bad deal.
http://www.economynext.com/Sri_Lanka_plans_US$1bn_currency_swap_with_China__Prime_Minister-3-4561-1.html

Flip flopping policies - No one knows what the hell is going on. Is CGT going to be introduced or not. Taxes like VAT NBT and CGT is a very sensitive information. Govt or Finance minister cant change these figures once in three months according to global market condition. PM is says CGT will be introduced but no one knows how or in what capacity. Shouldn't he had proposed that sought of a tax when a proper plan how he's going to impose that tax??
best example is with the company i work for in regards to NBT payment. All know now most of the taxes you can pay online. When we tried to pay NBT last week there was a huge confusion between us and Tax department. We calculated it at 2% but they calculates it at 4%. According ravi budget we have to pay 4% but ranil new budget and last yr budget kept NBT at 2%. Finally we payed 2% with additional 2% is taken as tax payable in our accounts.

For a economy is to grow and prosper we need stable policies and clear direction. What ranil did last few weeks with several amendments was a good step in right direction. We need to grow our tax revenues to sustain the economy but govt need to give clear directive about taxes and investment decision.

Is that stupid article!!You can go to court if that article wrong or your king's name affected.Lanka-e-news source also there. Very Happy Very Happy Very Happy

What source?? It says Mahinda is murderer of a certain journalist and other prominent people. Person who wrote this article should give the evidence he has to CID or to the courts without withholding evidence. There's a court case going on against some army officials for the murder of a journalist but they're having hard time proving it because of lack of evidence.
"his murderous ruler was responsible for the abduction and murder of Prageeth Ekneliyagoda because the latter  allegedly drew cartoons about the Rajapakse  family"

To write something like this he must have bullet proof evidence, if he doesn't its irresponsible journalism.

We don't have any evidence whether former president is a murderer or not. We don't like to accuse anyone without presenting proof. I don't want to take any action against these kind of media channels which has lost any credibility. It's former president duty to protect his image. No wonder none of the mahinda's people has taken action against this media outlet. What Lanka-e-news wants is cheap publicity. Best thing is to do is ignore these kind of irresponsible media.

Hyde Park Rally is Part of Mahinda Rajapaksa’s Intimidatory Tactics to Cowe the Judiciary Into Submission

Posted by Administrator on 23 March 2016, 1:18 am

By

Upul Joseph Fernando
The battle between Rajapaksas’ and the Maithri-Ranil Government has now reached the stage: Get-Set-Go!
Prime Minister Ranil Wickremesinghe last week stated that all fraud and corruption of Rajapaksas’ would be made public within the next three months and urged the Rajapaksas’ to be ready with their lawyers from now on. Even before Ranil issued that warning, the Rajapaksas’ are busy on a daily basis seeking legal advice to cover them from charges of fraud and corruption levelled against them.
The lawyers consulted by Rajapaksas’ have reportedly advised them that the only way out was to line up people against the government to instill fear on the Judiciary. The Hyde Park rally was an outcome of such legal advice.

When Yoshitha was arrested, Mahinda thought that there would be mass protest against that arrest countrywide. But his belief ended up as a day dream. When Yoshitha was brought to Court on the first day, a few Rajapaksa loyalists were present. Thereafter, only a few Rajapaksa loyalists were seen in Court premises whenever Yoshitha was produced in Court.
Mahinda feared that even if his entire family was jailed the result would be the same. Therefore, Mahinda planned the Hyde Park rally to send a signal to the Judiciary. He fears the Judiciary more than the incumbent government. At that meeting he appealed to the Judiciary not to remand or jail people as they would suffer. It appeared as an indirect threat on the Judiciary.
Mahinda loyalists organized the Hyde Park rally at a heavy financial cost. It was clear from the number of buses hired to transport people. In addition, it is the Rajapaksas’ who introduced the air-space camera technology to show there is a massive crowd. No other political party or any organizer of demonstrations have ever used such technology to double or multiply the crowd present to show there is a massive crowd at such meeting. Advanced technology can be used to mislead the people if one wants to do so.
So, Mahinda is trying to threaten the Judiciary by using ground to space camera technology by trying to show he had a massive crowd at the Hyde Park meeting. In addition, he continues with joy dashing coconuts at Temples and Kovils. He indulges in dashing coconuts not only to warn the government but also the Judiciary. Mahinda claims that as a result of dashing coconuts against the government some ministers had died while many others have fallen sick. Furthermore, he sends a warning message to Judges that those Judges who deliver judgments against his family would face the same fate.
Show large crowds
The person who first tried to show large crowds to threaten governments was late Ms. Sirima Bandaranaike. She resorted to that tactic to prevent the attempt to deprive her of her civic rights by the then J.R. Jayewardene Government. But JR defeated her tactic. It is recorded in the book J.R. Jayewardene’s Biography in the following manner; “Resistance and response – The Cabinet decision of 27 September was immediately followed by an island-wide campaign led by Mrs. Bandaranaike herself in protest against the Cabinet decision.
One of her principal objectives was to get her supporters to gather in large numbers in Colombo and to demonstrate thereby the force of public opinion in her favour against what she described as an act of political revenge. She felt that a huge demonstration in Colombo, more than anything else, would be a political message that the government could not ignore. It would have the added advantage that any ensuring violence could be attributed to the government itself. Very soon there were plans afoot to prevent government MPs from getting to Parliament on 16 October for the critical debate.
There were hints of sabotage, the blowing-up of culverts if not bridges and setting up barricades on public highways. By early October the SLFP plan of action was known; its component elements were all based on the assumption that the government could be intimidated by the prospect of violence into postponing the debate. Mrs. Bandaranaike and her supporters in the SLFP genuinely believed that its campaign would actually prevent the government from going through with its plans for a debate on 16 October.
JR took these threats very seriously. Given what had happened on 8 August, bloodshed was very likely if the Police had to disperse a large crowd. This would provide Mrs. Bandaranaike with the ‘martyrdom’ she sought. With rising inflation and unemployment still high at the middle of the government’s term of office, he believed that a large crowd could turn up in Colombo. He gave the SLFP plenty of time to agitate all round the country.
This was enough to gauge the public response to their emotional appeals on behalf of Mrs. Bandaranaike and also to allow some SLFP hotheads to overstep the fine line between political criticism and incitement to violence, and between criticism and libel (including criminal defamation). This, sure enough, they did with incitements to violence, personal attacks of a libellous nature on JR and Premadasa, on Cabinet Minister and MPs, and threats of attacks on Parliament itself. As the campaign gathered momentum there was a general fear of a violence confrontation between SLFP supporters and the government on 16 October.
In personally directing the counter-measures JR began by calling up the security forces to Colombo to prevent any large gathering of SLFP supporters on 16 October.
UNP supporters were urged to protect their MPs, and ensure that they came to Colombo for the crucial vote. This was quite apart from the security the MPs would get from the police. In addition the police were instructed to take into custody anyone inciting people to violence, as well as anyone likely to cause a breach of the peace. Through these preventive security measures JR called Mrs. Bandaranaike’s bluff. Faced with the prospect of a confrontation with the police and security forces, apart from government supporters, the SLFP party cadres and their allies lost heart.
After the fiery initial spurt of agitation there was a sudden collapse of morale. Once the failure of her campaign became evident, Mrs. Bandaranaike was compelled to advise her supporters to call off the agitation. This she did on 14 October. By this time it was clear to all independent observers that there would be no large crowd of SLFP supporters in Colombo on 16 October, and so rather than going on record as having asked people to gather in their thousands for a crucial confrontation and finding that the response was poor, she preferred to save the situation by a public appeal to people not to come to Colombo for the occasion.
There was little or no serious support for her from other political parties. The LSSP’s position was ambivalent, for it was they who had raised these issues in Parliament in 1975 in the form of a vote of no confidence against her. Thus, while they did protest for political reasons, they did not back her.
The CP (Moscow Wing) originally was all for her expulsion from Parliament, if the Commission found her guilty; but, once the report was published; they came out in her support by describing it as an act of political revenge. Their sudden change of attitude could be attributed to the need for SLFP support in the forthcoming by-election to the Kalawana seat in which the CP was the chief challenger to the UNP. Nevertheless they played no part in appeals to violence and attempt to arrange a mass demonstration for 16 October.
Most significant of all, the JVP made its position unmistakably clear by refusing to give her any help. The result was that the universities were quiet during the crisis; and among the university students the JVP was a powerful force. In Parliament the TULF backed the SLFP but this, as we shall see, was a matter of tactics more than anything else.
The UNP defended the Cabinet decision in public meetings in many parts of the country. Their message was that the law must take its course; that the government would not change its plans and would under no circumstances postpone the debate fixed for 16 October. On 12 October JR himself addressed a large meeting at Dehiwela in the suburbs of Colombo, where he made all these points and added that the same law would apply to UNP Ministers and MPs if a Commission of Inquiry found them guilty of charges laid against them.
There was no curfew declared, no state of emergency, but the police and armed services were called out and asked to remain conspicuous in Colombo city, ostensibly to defend their respective headquarters. JR secured Cabinet authorization to call a state of emergency if necessary; under the “emergency” it became an offenc e punishable with death to prevent MPs from coming to Parliament.
Similar tactics
Analyzing and reviewing this incident of the past and learning lessons for the future from past experiences of such nature, it is timely that the Maithri-Ranil Government adopts similar tactics like JR as it would help them to eliminate the threats of Mahinda.
It must be recalled that when Yoshitha was arrested, Mahinda’s youngest son Rohitha issued a warning to the Yahapalanaya Government in his facebook account which read: “Dear Yahapalanaya, you just stood on the tail of the lion. Now don’t expect the lion not to rip you into parts”.
Such is the inherited attitude and the common direction that Rajapaksas tread. It is the bounden duty of the Maithri-Ranil Government to empower the police and the judiciary to implement the laws against such threats of Rajapaksas. “Threats are a threat to justice everywhere”, said Martin Luther King.

Weerawansa Family And Friends’ Joyride At State Expense

 • A fleet of 40 vehicles hired for State Engineering used by ex-minister’s cronies

by Nirmala Kannangara
[img(494.77778px,271.77778px)]http://www.thesundayleader.lk/wp-content/uploads/2016/03/8-92.gif[/img]Weerasangilige Wimal Weerawansa who mouths slogans and gives breast-beating displays of patriotism from political platforms despite his involvement in large-scale corruption and undercover activities, has once again been exposed as a corrupt politician. This time around, details have emerged of how he allegedly hired a fleet of 40 luxury vehicles spending millions of rupees of taxpayers’ hard-earned money, to have relatives and friends travel in luxury.
The Sunday Leader this week exposes how Weerawansa misused State Engineering Corporation (SEC) funds to pay the hiring charges for this fleet of vehicles when he was Housing and Construction Minister in the Rajapaksa regime. Earlier this newspaper exposed how Weerawansa who was operating a small telecommunication centre in Kadawatha and whose sole asset was a four perch land in Millegahawatte, Pahala Biyanwila in Kadawatha at the time he entered parliament in 2000, became a multi-millionaire in no time after he extended his support to Mahinda Rajapaksa in 2008. Despite portraying himself as a patriotic, clean politician, the renegade Marxist has now been exposed as a wheeler-dealer who made money through various nefarious deals.
When accused of hiring vehicles using state funds for his relatives, Weerawansa had responded that none of these vehicles were used by his relatives or friends but were used for official work.
[img(327.77778px,269.77778px)]http://www.thesundayleader.lk/wp-content/uploads/2016/03/8-9.1.gif[/img]
Wimal Weerawansa

Be that as it may, The Sunday Leader is in possession of details of the 40 SEC vehicles hired during Weerawansa’s tenure. However the details of how some of these vehicles were assigned to are not known as all the detailed files relating to this fraud have been taken over by the Commission to Investigate Allegation into Bribery or Corruption, said Deputy Chairman SEC, Mahen Pelpola.
According to the SEC Sectional Heads, although they requested vehicles for official purposes, mainly for its site work, the then Deputy General Manager (Human Resources and Administration) Samantha Lokuhennadige allegedly hired the vehicles without calling for tenders and assigned them to Weerawansa’s relatives and friends instead of to the SEC officials who had made the requests. According to them, Lokuhennadige maintained records to show that those vehicles were used for SEC work.
According to the sources, it was Samantha Priyanath Lokuhennadige that was responsible for releasing vehicles for Weerawansa’s family and friends but the then Ministry Secretary Wimalasiri Perera had not taken any action although he was informed of what was happening at the SEC.
“Wimalasiri Perera was a stooge of Weerawansa and he gave his blessings to this racket as he too obtained one of these 40 luxury vehicles for his wife’s use. Lokuhennadige was loyal to the minister as it was Weerawansa who had offered the job as Deputy General Manager (Human Resources and Administration) to Lokuhennadige at the SEC after he (Weerawansa) became the subject minister. Lokuhennadige was an Army Captain who had been sacked for a financial fraud,” sources who wished to remain anonymous alleged.
Weerawansa was appointed as the Housing and Construction Minister in 2011 and according to the documentary evidence, those vehicles had been hired in 2012. For the year 2014 alone, SEC paid Rs. 41.073 million for the 40 vehicles.
The sources further said SEC should hold a separate inquiry to find out how these 40 vehicles were hired without calling for tenders.
“Although the normal procedure is to call tenders and obtain the vehicles for a fixed rate, on the instructions of Weerawansa, Lokuhennadige obtained most of these vehicles from parties known to Weerawansa and even from his relations,” sources alleged.
KR-7730 (Suzuki Alto car) had allegedly been used by Dushmantha Abeysinghe who was the Parliamentary Affairs Secretary to Weerawansa. According to 2014 running charts, this car has never been used for any SEC head office work or at any of its sites. Although Deputy General Manager (Constructions) A. A. Piyadasa had made a request on February 10, 2012 for a vehicle for the SEC Angulana site and the Transport Officer had recommended the request, Lokuhennadige had allegedly hired the vehicle from Nuwan Indika Perera on February 14, 2012 and had given it to Weerawansa’s Parliamentary Secretary instead of to the Construction Division. On March 13, 2014, Rs. 38,000 had been paid as February hiring charges while Rs. 56,240 had been paid on May 2, 2014 for the month of March through cheque Nos: 172314 and 172506 respectively.
KQ-7961 had allegedly been given to a private party (name unknown) and according to the running charts this car has never been used by a SEC official and not driven by their drivers but by Sampath Kumara who was not a SEC employee. This vehicle had been hired from Isuru Travels and Tours who had been paid Rs. 42,620 on March 11, 2014 as hiring fees for the month of January. This vehicle too had not been used for any official work.
JO-5953 (Nissan car) had allegedly been used by Udaya Devamulla, Weerawansa’s Co-ordinating Secretary from June 9, 2012. On the request of Ruwan Nayanananda, the hiring charge which was Rs. 38,000 had been increased to Rs. 45,000 by the then Chairman Jagath Perera and Lokuhennadige. This car has not been used at any SEC sites or at the head office.
KT-2884 (motor car) had allegedly been used for private work at Pannipitiya, Bellanwila, Horana, Wadduwa and Colombo areas and according to the running charts, the drivers of this vehicle were Ariyawansa and Vishwa Wanshanath. At the inquiry held at SEC in May, 2015, Ariyawansa had stated that he has never driven this vehicle although his name had been put on the running chart to mislead the SEC. On the request of U. E. R. Hettiarachchi, Deputy General Manager (Special Operations), this vehicle had been obtained from N. Sriyani Perera, but had never been released to Hettiarachchi to be used at the Horana SEC site or for any other official work but had been given to an unknown party.
GQ-4894 (Mitsubishi motor car) had allegedly been used for private work at Matara, Kekenadura, Kamburugamuwa, Tangalle and Beliatta. This vehicle had been requested on January 10, 2012 by Deputy General Manager (Constructions) K. A. Shantha Kumara to be used at construction sites. However, Lokuhennadige had obtained the vehicle from N. A. Dayananda for a monthly rental of Rs. 45,000 and given it to an unknown outsider. ‘Officials who execute their duties in a proper way will never have to face investigations’ – President

“Today, some persons in the public service are refraining from signing for documents due to a fear that they will have to face investigations against the financial crimes”, says President Maithripala Sirisena. “But the officials who execute their duties in a proper manner will never have to face such investigations”, he added.
The President stated that the government is prepared to be with the government officials who fulfill their responsibilities for the people.
He made these remarks addressing the 33rd Annual General Meeting of Sri Lanka Administrative Service, held at the Nelum Pokuna (Lotus Pond), Colombo today (29).
The President said the Government has taken steps to adopt 19th Amendment to the Constitution as a prime step to make the good governance concept a reality and through this initiative many steps have been taken to prevent political vengeance in the public sector. “Today, the public officials have an opportunity to fulfill their duties and responsibilities without the interference of politicians while protecting the dignity of their service,” he said.
The President recalled that he became the head of state from a minor position in the public service as a result of loosing it due to political revenge.
President Sririsena further said that since he was a Minister and even after he was elected to the office of President, he is taking lunch prepared at the home and recalling a statement made by a priest recently by saying that kings should take their lunch in a lavish way, the President said that he is not ready to  fulfill his duties as a king and those statements are utterly immaterial in an environment where the Government is working to create a just society where the President, state officials and the general public will receive equal opportunities.
President Sirisena said that he will not dismiss in contempt the struggles made by the state officials to win their privileges and further said he believes in a similar way they will fulfill their responsibilities and duties to create a public service which is free from fraud, waste and corruption under the good governance concept.
Ministers and MPs , including Prime Minister Ranil Wickramasinghe, Minister of Public Administration and Management, Ranjith Madduma Bandara, Minister of Home Affairs, Vajira Abeywardana, Minister Sagala Rathnayake,  Secretary to the President P.B. Abeykoon, Chairman of Public Service Commission, Ranjith Ariyaratne and others participated in the event.

Both regime at fault, Mahinda did lot of things for the country. His govt developed the country but some of the projects he undertook was done without proper planing.
Previous regime even though they build things they didn't tackle the deficit issue and revenue issue of the country. Which led this country into a debt trap.
Current regime even though they Understood there was a debt trap they took the bait and got caught. Without tackling debt issue or revenue issue they took our country into further into abyss.
Best example issuing Dollar denominated 6months bond at 4.95%. What sought of a rate is that?? This makes mahinda borrowing rates look reasonable.
